1. A candidate for a position in your company who has a track record of working for every company in your industry/town. They're now in front of you, and your company is the new target of their affection.
2. A candidate who has general skills and, in addition to bouncing across companies, also has a habit of changing career paths every two years.
3. Any combination of #1 and #2....
Usage - "I like Bob as a candidate for the position, but has he been with EVERY software company in Omaha? Let's face it, the cul de sac is pretty small, and he's lived in every house. What a tourist."
So you hire Bob and hope this time, it's for keeps. Good luck!
